Why would the director of a doentary include still photos?

I noticed that while watching several doentaries, there were many still photos. Some would make sense, but I would wonder why others were put in. For example, while watching No End in Sight (about the American-Iraqi war), there were several still pictures of Bush in front of a stand or a microphone. What were the reasons behind this?
